Energy supply and stable price to ensure that people warm winter

The National Development and Reform Commission (NDRC) recently convened a symposium with key enterprises of coal, electricity, oil, gas and transportation to study and arrange key work to ensure energy supply and price stability, and to ensure that people enjoy a warm winter, as temperatures in many parts of China dropped significantly due to a persistent cold air.



In order to release another batch of coal capacity, local governments will tap the potential for nuclear growth in production capacity of productive coal mines, speed up joint trial operation of coal mines that have been basically completed, speed up the resumption of work and production of coal mines that have been shut down, and allow coal mines to release emergency reserve capacity.



On the premise of ensuring safety, all coal mines will be safely and reasonably organized to produce at full capacity, so as to ensure that coal mines can produce at their full capacity under safe conditions, and strive to achieve a daily coal output of more than 12 million tons.



We will ensure that medium - and long-term coal contracts for power generation and heating enterprises are fully covered, and the pricing policies that have been issued should be strictly implemented. Central enterprises should play a leading role in ensuring supply and maintaining price stability, sign more medium - and long-term contracts, strictly enforce the coal prices under medium - and long-term contracts, take the lead in lowering the price of coal traded in the market, and guide coal prices to return to a reasonable level.



Coal power units should be fully produced to promote hydropower, nuclear power, wind power, photovoltaic and other clean energy power generation at full capacity. We will resolutely limit the power consumption of energy-intensive projects with outdated production capacity, and ensure that power cuts are not cut off, and that power cuts are not limited to civilian use. All relevant enterprises should strictly implement the contracts they have signed for the purchase and sale of natural gas and the use of receiving stations to ensure the safe and stable supply of natural gas.



Railway, port and shipping enterprises should strengthen the organization of coal transportation in key regions and routes, tap the potential to promote the increase of coal transportation volume, give priority to ensuring the transportation demand for coal used for power generation and heating, and increase the supply of low-inventory power plants and thermal coal under medium - and long-term contracts to ensure that coal produced is delivered to places where it is needed in a timely manner.
